found an old automotive tool in basement

So it is a C-shaped double end box wrench.

9/16" is the hex size for 3/8" bolts/nuts, which were pretty common
on the oldtimers (older than a 122!)
That wrench is probably no later than the age of your house, maybe
earlier. Looks like a handy gadget to have around.
