OD relay wired wrong? 200 1983

The indicator reads "OD OFF" when it's lit, but the OD is obviously on (and is the default when I start the car). When I push the button, the "OD OFF" light goes out, and the tranny drops into 3rd. But everything seems to be working correctly other than the light.
