You need to better troubleshoot in order to find the root cause.

Does the compressor clutch engage when you turn on the a/c? If not, then there is no power to the clutch and you need to trace the hot wire back to the cut off relay (My '90 740 GLE has it mounted in front of the drivers side strut tower and is Volvo P/N 3523737 ~ $63.00 at the dealer and is a dealer only part)Best way to check is to run a 12V jump to the clutch hot wire(bypassing the relay) and see if it begins to spin and pump refridgerant... It may be as simple as a brak in the wire harness .....

Should the clutch engage, and there is no cold air, you need a refridgerant leak test and recharge. Finally, if you feel col air, but it's not blowing into the interior, the fan is the culprit.
