Surface rust can be fixed just by sanding to bare metal, treating the metal with something similar to DuPont Metal Prep, priming and painting. If there is a hole NEVER plug it with plastic filer (aka Bondo) as the plastic filler is porous and will act like a sponge.
If there is a hole the rusted metal must be cut out, the backside treated with something like POR-15 and patched with either new sheetmetal or fiberglass. Once this repair is made then plastic filler can be used to smooth and contour the repair before painting. I suppose pinholes could be "fixed" with just POR-15 but pay close to the instructions for topcoating with paint as it is a bit tricky.
