Process of electrical elimination....now what? 200 1988

If I were you I would pull the instrument cluster and use an ohm meter to see if you have any resistenace on the ground circut. I would suspect that one of the ground wires that go over to the kick panel has broken or come loose. Just find a good bolt and run a wire to make a new ground to the cluster and your problems will go away.
