Yes, there is no fuel under pressure in that hose (unless the fpr is leaking, in which case replace the fpr pronto) but that hose also goes under pressure when the turbo gozinta boost/above ambient atmospheric pressure. At that point if the hose leaks or is broken, the fpr does not go rich enough and the engine will run lean, especially at wot when the system is open loop, i.e., no O2 sensor mixture control.
So on a turbo engine it's definitely a bad thing to have a leaky/ruptured/broken hose to the fpr.
BTW, same thing for the little $@#%$# 3" hose from the compressor housing to the wastegate controller...if that one breaks (and it will on a garrett of age and probably covered with grease and oil) the wastegate defaults to closed....and the turbo will boost to the point of breaking #1 con rod (the overboost switch is supposed to prevent this, but when was the last time you checked/calibrated your overboost switch? Mine doesn't work at 15+ psi...or I'd override it, but still!)
