Tachometer bouncing 700 1990

I'm helping with a 1990 740/B230F/Regina. Probably 1/3 the time between gears the tachometer bounces before settling. The bounce range is around 1.5K rpm from wherever the shift ended, and the engine speed is constant. Does anyone else notice this? I don't have schematics and don't want to chase this down if it's normal.
