overheating after much work. 200 1979

hello all i own a 79 242 and a 2001 s40. anyway my 240 is overheating.i changed temp sender,thermostat,and cored out the radiator. still over heating. when gauge reads in the red the top radiator hose is still cold. now my question is can a water pump fail if it does not leak.squeek or rattle. can the impeller stop spinning all together? i do not think the pump is circulating.
