Found this NOTE in the 700 Regina manual, regarding 3-2-1 code (italics and underscore mine):

"Important !
If the cold start injector is connected to the starter motor as
in the Service Bulletin, the code will be set even if no fault is
present."

SB # 135, Jan. 1990 wires the CS Inj. so it squirts when cranking, and not when grounded at ECU pin 32. So it seems you can ignore the 3-2-1.
