You can also use the 4 Cylinder "Dwell" feature on an older (cheaper) multi-meter. Full scale is 90°, so you adjust for 50% of that, or 45°.

A full-featured Automotive DMM will have a "Duty Cycle" feature which gives percentage readings directly.

But the LED version sounds good too. And cheaper than a DMM.
