If you solve the stalling problem by jumping the fuel pump relay, why haven't repaired or replaced the relay as a diagnostic? Bad fuel pump and OD relays are very, very, very, very, very, very, very common problems -- most 240/740/940s suffer relay problems a half-dozen times during their lifetimes.
Resolder your fuel pump relay. $0, 15 minutes, no risk, clean 'n easy work.
If it helps nothing, you're out nothing. Resolder the OD relay, to.
The jet whistle sound could be the drive shaft center support bearing if you hear it only when the car is moving. This, too, is a common problem with high mileage 240s.
"Maybe related, maybe not."
Maybe yes. As Bean pointed out, the sound could be from the brake booster. And what gets used hard when you brake hard (and it stalls)? The booster. Hmmm...
But resolder those relays anyway and preempt a future problem.
