IDDLE SPPED 700

Please suggestions on how to turn iddle speed up a notch or so. Car iddles rough now that the cold weather is here, at iddle without a lot ( in park) iddles at 750 to 800RPM, under load ( in drive) car iddle at about 600 and shakes a bit . Now heres what I have done cleaned the throtle body , new fuel filter,new plugs ,new spark plugs oil filter.
Can you advise
