No Start 700 1989

I stored my car for two months and now it won't start. It's been outdoors. I put towels in the tail pipe and the air box and disconected the battery. When I tried to start it last it would crank with a whiny noise and the tach would bounce. I think that means that I've got spark, and since the pipes are plugged, I should have air as well.

I noticed the Fuel Pressure Regulator leaking into the manifold so I ordered a replacement from alloemvolvoparts.com . How should I make sure the rail is empty before installing it? What else should I check if that doesn't work? Is there any way to prime the fuel rail? If I suspect flooding, what can be done?

I've always gotten great responces and advice from you guys. Your help has made me a happy volvo owner.
