Yes, the same behavior occurs when I bypass the switch, and even doing the screwdriver across the terminals. I believe the reason is because the battery dips below the needed voltage to activate the solenoid due to the massive current flowing into the barely-moving starter. It trips off, recovers instantly, and kicks back on, etc...
