Voltage to Fuses 15 and 16 comes directly from the Headlight Switch (in 1st position) OR from the Switch AND the Headlight Relay (in 2nd position). Try pulling the relay to see if the PL still stay on.

Was the relay you replaced identical to the old one? If it has a different terminal configuration, it might be powering Fuses 15 and 16 by way of normally closed contacts (or just be defective internally)
