bulb failure 700 1990

I have two (upper) taillights out and one lower taillight intermittently out, one brake light out. With the engine off, I stepped on the brakes and the instrument cluster (speedo) light and front parking lights came on. Does this sound like the bulb failure relay? I have checked some of the bulbs, will do the rest.
