You have not diagnosed a bad starter. From your description you have so far only determined that starter is not turning over the engine. There are several posssible causes for what you described.
Bad or discharged battery
Bad connections
And yes a bad starter/solonoid.
Bad ignition switch (not common)
Check voltage being delivered to the large terminal on the starter while attempting to start. If the starter solonoid is not engaging check it's voltage at the smaller spade terminal. This will tell you if problem is the starter elsewhere.
