Replace head? 140-160 1969

No... probably the head is ok.. There IS such a thing as Vac leaks and maybe you have one or more, but the head probably is not the cause.

More info is needed however.
Carb type, and what ever changes have happened over the years.
Compression dry then wet tested.

Was the cam changed? Was the dist changed and or simply removed and installed wrong?

I have seen valve jobs done where the valve don't ever seal and you can SEE light past them when they are close with the head off!! I can't say if that IS a problem, but I have seen very sloppy work before.

I suppose if you hear and have tested with WD-40 for vac leaks and find one at head gasket level, that the head is sitting on something, and is not down flat.

Just last week I was working in a truck that had a 1 1/4"x 1/8" pin from who knows where lodged under a 4 barrel carb. It had to have been there when who ever dropped that carb on the manifold, and who ever it was just missed seeing that. He had to be a blind man, but there it was holding the carb fully 1/8" up in the rear, not to mention the gasket was trash and probably missing a large segment on the front, which poured fuel on the intake manifold, and was a vac leak as well... To me it was simply amazing that the engine could run at all.

Lets have some more info and see whats what.... Mac
