HELP! Possibly stranded in D.C. 700 1990

Folks,

Made the drive from Augusta, GA to D.C. in one shot, no problems. Next day, issues.

Specifics:
No idle at cold start - dies.
Will run when "warm", but sluggish, idle poor and hunts at stops.
Heater output is barely above ambient.
Engine water temp gauge does not rise beyond just above peg.

I've checked the library/FAQ, but too many options. I'm in D.C. w/ family with little access to tools, so if anyone can point me in the right direction, I'd VERY much appreciate the holiday gift.
