James,
If the windscreen washers work (with the wipers) then the water is pumping. The h/light washers share the same water feed so check this. Also the h/light wipers come on with the screen wipers - assuming screen wipers work, check wiring to h/light wipers. I believe it's a common fuse. It is unlikely both h/lamp wiper motors would fail.
