The old timers get worn point cams so you don't get the dwell you want by
factory point setting. You need a dwell meter if you don't have electronic
ignition.
For the timing light the main thing I would want is an inductive pickup so
you don't have the spark current going through the timing light. You should
be able to get adequate quality in both instruments for $100.
I would NOT use the certificate to get Pep Boys to do any work on any of my
cars.
