without an o2, a diy can't really set the idle, you need a co machine to sniff the tail pipe, because the mixture affects the idle, and vice-versa. with an o2, you can watch it with a voltmeter and go from there. the plugs and other stuff need to be right, the timing set and the injectors not leaking under pressure and with a good spray pattern. good luck, chuck.
