I have had good luck using an impact driver. This is a hand held tool that you hit with a hammer, no air involved. Harbor Freight Tools sells an inexpensive one for less than $10. When you hit it, it turns the bolt. Kinda hard to explain. To make sure the bit has a good "bite" I use a SMALL amount of water based valve grinding compound on tip of it.
