Hi. A bit of history: ZS 175CD2SE are the carbs used from 1968 (and carried on 140s). Before it, on 1966-67 the more primitive ZS 175CD2S (no E, E=emissions control) was used, and it haven't the temp compensator (some additional gadgets are missing too on this previous model).
My car (121 amazon) have only one carb ZS175CD2S; the previous owner adquire a new body from burlen (the original has the butterfly hubs badly shoted). The manufacturer send a new carb body, with the holes for the emission gadgets "unholed" (they are not drilled). Your carb has the drills made, and I don't know with what chemical compound you can seal it (gasoline is a universal solvent for compounds).
Also, my carb has high level of emission (CO 550 and HC 280 on a country with top levels of CO 600 and HC 350, I barely pass the controls); I don't know if in your city these levels could be accepted by the local authorities.
Probably, on a yard you can find 140s, half of theirs has Strombergs like your carb (and some themp compensator can remain on working shape).
