flame trap theory- Why two hoses?

Hi,
This is a curiosity question. Why are there two connections between the flame trap system and the intake? There is the big one that goes before the throttle body and then the small vaccum line that goes in after the throttle body. Does one supply better vaccum at idle and the other at cruising speeds? Or is there another reason?
