yes the the model does have a cold start valve, and it's located under the intake manifold. But I would check these things first.

clean the throtle body
clean the idle air valve
also check and clean the 25am fuse located on the fender wall
resolder the fuel pump relay

It's very rare that the cold start injector fails.
