I forget teh exact chemical name... but you'll find it in a product called "Naval Jelly". Should be available in the bodywork section of your local auto bits store... brush it on, let it sit for a 15 minutes or so, then wipe/scrub it off. Then rinse with water. Check directions first for precautions and possible paint damage.
You mgiht be surprized by the results. You might not...
As for paint, yes... I would think any competent body shop or auto paint store should be able to match your paint colour exactly with your paint code...
