91 240 no start, help

Hi,
I'm new to volvo, I just bought a very nice '91 240 wagon, it was a mechanics special. I was told that it sometimes will start and sometimes not, I checked first for spark and it appears to have strong consistent spark. I noticed the fuel gauge was on empty and I added a few gallons, still nothing. I checked the fuel pump fuses and they are fine. Is there some tyipe of fuel pump reset if it is run out of fuel?

I read that the regulator could be faulty, is this mounted under the pass. side dash?

Any help is greatly appreciated, Thanks in advance.
