rip out sagging headliner material......... 700

Blue is right. Once the fabric is removed, the foam continues to disintegrate and makes a mess. It can also be a safety issue since it tends to swirl around the interior and can get into your eyes while driving.

If the car is in decent shape, I would just replace the headliner for around $100 and be done with it. If it is a "beater", you may want to scrape/sand off the foam and just paint it, as others have suggested.
