Looks like a ratio to me also. Lots of speedometers from the era had them on the face either in feet/rev or revs/rev (Smith's and Jaeger gauges like the feet/rev notice).
By changing a few gear/pinion sets in the transmission output and a few speedo heads they could accomodate many different set-ups.
