Your problem is a poser. I can only offer logic, my experience is with 240s only.

My thought is that IF the blowers in the two cars are running at about the same speed, then the problem is not electrical.

So the motor spins fast enough, then is the fan slipping on the motor shaft?

If the fan is not slipping, then the air is not ducted right. Is there a way for air to get into the fan and that way is not blocked? No air in = no air out.

The outlet for air must somehow be directed to the various outlets, defroster, etc. Is the air going where the controls say it should go?

Maybe this will give you a few things to look into.
