That is a very common fault with the 561 ECUs. One work around (which I don't advise) is to ground the circuit so the pump runs any time the key is on - dangerous in a wreck. Anyway, used 951s are pretty reasonable now. I picked one up at a pick your part last week for $35 (works great). I've seen several on ebay lately for around $75. Considering that, whay go to the trouble, unless you just like a challenge.
