I found a pretty effective way to deal with body rust is to use POR 15 rust treament. Here's a link to the Por 15 starter kit page.

As far as the speedo ... I've replaced a couple of my Brick's with instruments I've found at my local Pick and Pull. You might try picking up a good used speedo at a salvage yard ... my P&P charges under $10 for them. Relatively easy to replace. Hope this helps.
