How high should tach go before gears automatically shift 700

Well, first off, do you have a bit of lead foot? If so, it will shift higher. The kickdown cable should only be pulling it down a gear when you punch the throttle. Try "unadjusting" the cable. If there isn't any change, maybe flush the trans fluid. Though, I don't see how adjusting the cable would cause all of your shift points to change.
