spluttering under load 700 1986

Hello All. I have been in France for the last six Months renovating a cottage in Normandy, so have not had access to the internet and this great forum. I am now back in the UK.
My car is a 1986 740GLE estate with a B230K engine, now with a webber carburetter conversion done a while back. About 2 months ago the car started to splutter badly and lacked power and then after three days ran perfect again, I could only think that there was water in the fuel from the petrol station that I had used and stopped using it and bought petrol from a station with a bigger turnover.
My car over the last 3 days has started to splutter and has bogged down most noticeably while travelling up hill. It also does the same thing while cold with the choke on, but on any gradient and lacks all power then it gets better as it warms up but it still splutters. It does this splutters, power comes back and repeats this at various times while driving. I have noticed it paticually that it does it under accelaration and also splutters and bogs down while accelarating up hill.

Could a good tune up be the thing as it has now covered 14,000 miles since I last replaced all of the tune up items, ie HT leads, spark plugs, distributor cap and rotor arm. The HT leads dont look good as they show some cracking to the insulation. I took the new carburetter apart and checked some of the jets and they were clean.
The exhaust has rusted off just in front of the front box and is blowing badly as there is no exhaust on it after the front pipe from the engine. Could this cause any problems? Any help and suggestions would be really appreciated. Thanks James.
