I had the exact same problem recently. My 91 wouldn't go up hills and didn't have any power. It also made a whining noise,like a teapot ready to boil, when under load.
It turned out to be a partially blocked catalytic converter. A chunck of it was set free and blocked the tube. Under little load it was fine, but as soon as the car needed to exhaust it blocked up and created too much back pressure.
So along with everything else, grab a thermometer and check the catalytic converter.
