Tighter gap = more dwell. What the dwell meter is measuring is the length of time the coil "charges" i.e. the amount of time the dizzy points are closed.
The adjuster screw is for the tach setting and you set it against a known good regulated source of on/off output (like another accurate tach or an ocilliscope/wave-form generator set for on/off square wave output).
