Hello Don,
if i can add some info:
as others said, check underneath the car thoroughly, poke around a bit. i bought some 3M Underseal Rubberized Undercoating p/n 08883, spray can, to cover any exposed underbody metal. i haven't applied it yet.
i have an 86 that needed rust repair but not near as much as you need it.
i found rust under the carpet on the rear floor pan. do pull the front seats, carpet & pads out and check from front to rear, everywhere.
i checked over my floor pans for several weekends. i can only work on the car on weekends, and boy did i find more & more stuff. i used the por15 products but there is eastwood products as an equivalent rust repair product.
my rust areas were very similar to dave shannon's rust repair site, but again not as advanced. actually, i pulled the carpet out to put extra padding down and spotted the rust.
dave shannon's sites has great pics & steps for rust repair.

(i used extra volvo pads under the carpet and cut to fit under the front and bench seats)
his quick index: http://www.homestead.com/volvo2/quickindex.html

Paul has a good por15 rust repair site among other things, pretty thorough: http://www.fidalgo.net/~brook4/Rust_Article.html
if you can take some pics & post them on bb.
regards,
byron golden
