Is vacumm effected at intercooler drain? 700

Sorry, I have to disagree. There is vacuum in the intake system and that includes the intercooler. True, there is pressure from the turbo on when you're in boost but during most normal operation you will have vacuum, after all the crankcase vapors are drawn into the intake system just ahead of the turbo inlet.

Try a 6 point socket on that drain plug using slow steady pressure, then replace it.
You will draw unfiltered air into the engine.
