That is a great, young Volvo. There is lots of life left if all you do is the simple maintenance. Just do them a bit at a time.
Also, I've added up the costs of parts and it can be done for a lot less. Don't get a bolt-in OEM cat from FCP, you can get an after market (carsound) one welded/installed for $150. I did, and it took the guy less than 15 min. If you bring along the new O2 sensor and front pipe, it may cost less than $250 total at a muffler shop. Do the mounts next, they can be cheap if you go with solid not hyudraulic replcements, ~ 125 incl labor.
The front end may be the costly thing. If your not very familiar with the mechanics and DIY, it can cost some for a shop to do it, but get an opinion first from somebody you trust.
I just had my '89 245 pass the TX emissions with flying colors after I replaced the cat, O2 sensor and front header pipe, and I have 265k miles. I once had a '86 745 GLE that I bought with 125 k miles and it ran beautifuly for years and 150k miles later (Ex still has it)
Where are you in TX? I know a lot of good places in/around Dallas/Austin/Houston, and am in the Dallas area.
