What does code 113 in a LH 2.4 indicate? 200 1990

Thanks for your help - up until this point I never had need for a multimeter. Clearly I need to get one. I got this far with tons of power tools for things like strut and suspension rebuild - so my question is this. Do I connect one lead to the green wire coming from the 02 sensor that is connected to the main harness under the hood, and then connect the other lead to ground? Thanks for your help and advice. As I said, I replaced the 02 sensor with a new Bosch unit not too long ago. Of course, anything is possible.
