What does code 113 in a LH 2.4 indicate? 200 1990

Ok, I bought a meter and here's what I got. The voltage coming from the ecu is aroung .5v. When running at idle the measurements seemes to always be low. They would hover around .3 and then sometimes drop to .01, .02 then back to .3 or .4. If I removed the oil cap or caused air leaks in some other way it would shoot up to .8 or so and then correct. So what does it indicate that it would mostly stay at .3? Thanks again for your help!
