Help identify this part 700 1990

1990 740 GL with Regina

I need help identifying a part.

It is a piece/sensor mounted within a metal case on the drivers strut tower.

It is fed by a white vaccuum line off the manifold and has a 3 wire connector.

I am trying to test this part for function and cannot determine what it is and how it should be tested when vaccuum is applied.
