Nissen rad quality deteriorating?????

Got a heavy duty tropical radiator(suffix T),installed it myself 6 months ago.The top(on top of the fins) where the fan shroud attached bolts was peeling paint so I touched up a bit.I eluded to this in a previous post.
Now in winter,I opened the hood and found that across ALL the top the black plastic is peeling of f in strips.It does not seemed painted but a stuck on plastic film that has become un-stuck.The two side tanks on the the left and right seems okay,
the top seems to be zinc/aluminium material.

i installed a Nissens alum/plastic rad in my Mercedes.That rad has a bare top bar (on top of the fins) and thus nothing is peeling off.

I wonder whether other s has noticed poor Nissens quality.
