If you're new to old Volvos, be sure to read messages here about flame traps and wiring problems in the engine compartment, even if cleaning the fuses fixes your problem. I wouldn't think that would affect the stereo, but could affect the wipers. Check especially the wires around the grey firewall plug, the starter and the alternator.
