Does it need to be on the compression stroke? 700 1989

In short - yes. Must be TDC on compression stroke. When the cam gear mark and the crank mark are in proper alignment, the engine is TDC compression.

A quick way to check is a look into the oil filler hole. The lobes of Clinder #1 should be pointing upward, but not vertical. One points northwest, the other northeast.
