I am assuming you have a B21E engine. As they get old, Cold Starting problems are common.
Things to check that affect Cold Starting:
Control Pressure Regulator
Thermal Time Switch
Cold Start Injector, up to 10 seconds squirt
Aux Air Slide Valve
I would do Fuel Pump last . . . especially if it was running before or when warm.
Other items Fuel Injector Seals
Fuel Injectors
Fuel Distribution Block and the small shim behind the spring (careful!)
I removed the mechanical AFM and cleaned it thoroughly. Lots of Oil and gunk gets up in there. Be careful not to disturb the plate or Mixture Set Screw.
I will tell you that I spent a lot of time and money and went through several Control Pressure Regulator, including a guaranteed overhauled one from Bosch, which I replaced with another one from the wrecking yard. Lots of trial and error and it ran and strated only a little better than when I first bought the car. I think I dumped $4500 into my 1977 244DL with its B21E. Then some young dumb bitch came along and plowed into the side of it. It was not worth it. My Carburetted B21A engine starts first time, every time, without fail.
