I've been wrong before but in every case I've ever worked on, high HC was caused by incomplete ignition of the fuel. Warm weather fuels (they vaporize slower) don't burn as well as cold weather blended fuels. If it were mine I'd start with the basics, Plugs, wires, distributor cap, rotor cap, coil etc. Make sure the engine is coming up to the correct temperature. The engine being even 10 degrees cooler can cause you grief. I've cleaned up a couple of nasty engines with nothing more than changing the plugs to the new bosch 4 electrode platinum plugs. These plugs are awesome but expensive ($5.99 ea). They fire good and hot and I don't guess you can foul them.

I'm sure there are much smarter guys than me on this board but that's my 2.5 cents worth.

Good Luck,
Tony
