Definately electrical. Definately NOT mechanical.

Classic case of O/D relay pleading to be resoldered. $0, 15 minutes, no risk, clean 'n easy job. If resoldering helps nothing, you're out nothing.

Could also be the wire from the pushbutton going to the relay. Frayed and grounded under the shift cover, it will lock the relay into the "out" mode (light on, no O/D).
