clarification on the problem 200 1988

Before you get too involved, get a can of electrical contact cleaner like CRC 5-56 and spray it into the base of the stalk. That did the trick for me -- when I aquired the '81 245 it had been sitting for several months and exhibited the same symptoms you describe. No guarantee that it isn't the relay, but it could just be dirty contacts in the switch, and it's always best to try the easiest things first!
